Russia is two months away from launching its central bank digital currency. Governor Elvira Nabiullina told state media outlet RIA Novosti on July 2 that “everyone is ready” for the September 1 rollout.

The digital ruble has been in development since 2021. It will circulate alongside physical cash and existing non-cash rubles, not replace them.

People will be able to open digital wallets through banking apps connected to the Bank of Russia’s platform. Individuals will pay no fees on digital ruble transactions.

Who Must Accept It and When

From September 1, 2026, all major banks and retailers with annual revenue above 120 million rubles must offer digital ruble services.

The rules expand in stages. Banks with universal licenses and retailers earning above 30 million rubles annually must join by September 1, 2027.

Smaller banks and merchants follow a year later in 2028. Very small merchants are exempt for now.

The Bank of Russia has already run pilot tests. It trialed digital ruble smart contracts in Tatarstan, including conditional spending for public funds.

EU Sanctions Already in Place

The launch does not come without obstacles. The European Union sanctioned the digital ruble in April 2025 as part of its 20th sanctions package.

The EU banned transactions involving RUBx and blocked EU support for the digital ruble’s development. It tied the measures directly to Russia’s war against Ukraine.

The EU also proposed broader restrictions on foreign crypto services linked to Russian sanctions evasion. Authorities say some platforms may be helping Russia move money outside Western financial controls.

A February 2026 report by analyst Jack Jarmon warned that if the digital ruble fails, Russia could turn to Bitcoin and other proof-of-work cryptocurrencies. But he noted Russia’s power grid is old and not built to handle large-scale crypto mining demand.

Jarmon also pointed out that Western sanctions have cut Russia off from semiconductors, forcing reliance on China for key components.

The US Is Heading the Other Way

While Russia pushes its state digital currency forward, the United States is moving toward restricting one.

The 21st Century ROAD to Housing Act, currently with President Trump, includes a ban on the Federal Reserve creating a digital dollar through 2030.

Trump has said he will not sign the bill. However, if he takes no action, it becomes law automatically within 10 days.

The US debate centers on concerns over privacy and government control of money. Russia’s approach is the opposite — a state-run digital currency backed by central bank infrastructure.

The September 1 date will be the first real test of whether Russian banks, merchants, and consumers will use the digital ruble in practice.
